Mission Statement

Venture Crew 73 mission statement is to provide a safe environment for Venturers, learn respect, leadership, responsibility, build character, have new experiences and, in the Spirit of Scouting, have fun.

It is the policy of Crew 73 to abide by all Bylaws and policies of Scouts/BSA.

 

Crew Organization

The Charter Organization (CO) for Venturing Crew 73 is Dayton Amateur Radio Association (DARA), 6619 Bellefontaine Rd, Huber Heights, OH 45424

Venturing Crew 73 re-charters yearly.

DARA appoints the Charter Organization Representative (COR).

DARA provides their facility for Venturing Crew 73 monthly meetings. Crew 73 also has JOTA-JOTI and other Crew 73 activities.

Venturing Crew 73 must get DARA written approval to hold their yearly fundraiser at DAYTON HAMVENTION®.

Venturing Crew 73 must get Scouts/BSA written approval for any fundraiser.

Venture Crew 73 Adult Committee must approve all fundraisers and meet BSA and Charter Organization requirements.

 

Venturing Crew 73 is a youth development program of BSA for young men and women who live in surrounding communities and are 13 and have completed the eighth grade, or age 14 through 21 years of age.

No prospective member shall be disqualified because of race, color, religion, creed or sex. All members must be registered as Venturer Scout and agree to Crew 73 rules and by-laws.

Anyone can be turned down from membership if the Adult Committee deems their membership would be detrimental to the rest of the crew.

As a member of Crew 73 you must be willing to obey all By-laws, Adult leaders/advisors and Crew 73 Officers, regardless of age.

Terms of office is one year starting January 1.

Elections will be held in November or December.

No member shall serve more than 2 successive terms in the same position.

Officers may not hold two positions at one time.

 

Additional duties may be assigned and additional positions may be created at any time by the President with approval of the Crew Advisor or Committee Chairman for committee members.

 

Should an officer be unable to perform his/her duties due to extenuating circumstances before the completion of term Crew Advisor for youth will appoint a new Youth Officer to that position.

Barn Access- DARA grants COR access to their barn and Crew storage room.

 

Should a committee member be unable to perform his/her duties due to extenuating circumstances before the completion of their term Committee Chairman will appoint a new adult to that position.

 

Administrative and financial decisions affecting Crew 73 are reviewed and approved by the Adult committee. ALL FINAL DECISIONS ARE MADE BY COR.

Adult committee must approve all activities and outings prior to the event. Youth must get parental approval for all activities and outings.

 

Crew 73 requires all Adults must be BSA registered, abide by BSA YPT and all applicable rules.

 

Crew 73 requires all Youth abide by BSA YPT and all applicable rules.

 

Crew 73 requires request parents to be active and attend monthly meetings and activities and outings. Parents will be responsible for their children at all crew events.

 

All aspects of the Scouting program are open to the observation by Adult committee and parents.

 

Crew committee is responsible for conducting the business of Crew 73, setting policies and help Crew Advisor with planned activities.

 

Business will be conducted under the principles outlined in Roberts Rules of Order.

 

Meetings (policy)

Venturing Crew 73 has meetings on the first (1st) and third (3rd) Mondays of every month at DARA Clubhouse starting at 7 pm. All youth and adults are expected to attend.

All parents are required to be active and attend all activities and events.

 

Adults committee can cancel a meeting if they feel weather conditions are unsafe. The Committee Chairman will have a contact list (one adult per family) to discuss cancellation. The Committee Chairman will notify —-text email phone –the decision. The decision should be made no later than the day before the meeting. If the decision is to hold the meeting any family that feels it is too dangerous to travel should not attend the meeting.

If Committee Chairman is not available the COR will make the contacts.

 

Advancements (policy)

BSA states all youth notify Crew Advisor before they start to earn a new badge/rank. (GTA) Youth must have written parental approval before starting to earn any badge, rank or any advancement. A copy of parental approval will be given to the Crew Advisor. Adult leaders must monitor and guide leadership techniques used by youth and insure BSA policies are followed.

Crew 73 may hold Court of Honor during the year to acknowledge a youth earning advancement. Any youth earning EAGLE SCOUT rank will have an individual Court of Honor.

No parent, guardian, relative or legal authority may sign off for any merit badge/or rank for any Crew 73 youth without Crew Advisor and Committee Chairman approval.

Any adult signing for a youth earning a new badge or rank must be registered with Miami Valley Council BSA and approved for that specific activity. Any adult must notify Crew 73 COR and Advancement Chairman in writing they are approved by Miami Valley Council??? (Heidi) before signing for any specific badge or rank advancement. All appeals will follow BSA guidelines and requirements.

 

Membership (bylaws)

Voting on all issues will be by simple majority of those committee present.

changes to aAmendments to the by-laws which will require simple majority of quorum consisting of one more than half the committee members present.

??quorum consisting of 5 members with 3 Executive positions and 2 at large.

Executive committee consist of COR, CC, Crew Advisor and 2 Committee-at-large members.

(policy)

Active status Crew members must attend a minimum of 2060% of crew meetings a year. ???

Temporary inactive status is available because of obligations from military service, other BSA activates, employment, school or approval of Crew President and Crew Advisor for youth or Committee Chairman for Adults.

 

Crew 73 pays for all youth and adult that want to re-charter their first year. that worked the fundraiser per committee.

Parents of Youth or Adults are responsible to fill out any required forms and complete YPT. One example is youth is now over 18 and must fill out adult form and YPT.

 

Crew will pay for re-charter for those that qualify as fundraiser participants (see section XXX).

 

(policy)

Anyone not a registered Crew 73 member cannot go on any crew activity or outing, except an override by Crew Committee.

Crew 73 will not pay for anyone to go on any activity or outing if he/she is not a Crew 73 member, if they did not work the recent fundraiser.

 

Anyone who is NOT a Crew 73 member cannot go on any crew activity or outing . unless approved by committee.

Crew 73 will not pay for anyone to go on any activity or outing if he/she is not a Crew 73 member in good standing.

 

(By-laws)

By-laws may be amended, added to or deleted by majority vote of total ACTIVE Adult committee members.

Proposed changes to Bylaws must be discussed 2 consecutive meetings and published in minutes before a vote can be taken. read into record for consideration at the next regular scheduled meeting. If Bylaws are amended by committee members changes will be recorded in meeting minutes.

 

(policy)

Crew President, Crew Advisor and COR (2 of 3) can, at any time, shorten or cancel an outing if they feel weather conditions are unsafe.

 

At no time shall any of the following be allowed at a Crew 73 meeting, activity or outing: smoking or chewing tobacco, alcoholic beverages, fireworks, Illegal drugs, weapons, vulgar/obscene reading materials. This is NOT a complete list.

 

Class A uniforms are not required at monthly meetings. Crew 73 will be informed of any event that Class A uniforms are required. Class A uniforms must be worn properly, with shirts tucked in, to all formal events. Examples are Council events and flag ceremonies.

Appropriate attire must be worn for all Venturing Crew 73 functions. General school rules apply to proper attire for youth. Adult committee members should dress in respectful attire.

Any event, outing or activity that requires a crew shirt that someone does not wear their crew shirt then Crew 73 will not pay their cost of the event, outing or activity. Crew 73 will provide one BSA Venturing Shirt with patches required. The Scout will be respsonable to put patches on shirts per BSA Uniform rules. All lost or misplaced shirts will be replaced by the Scout at their cost.

 

Point of Contact

Every activity or outing will have POC. It will be one Adult committee member and one youth. Working within the Youth Protection rules they will work together to get information needed to report at the next meeting.

Youth will discuss everything including cost and decide if they want to attend an event or activity.

If approved Youth POC will plan the activity or outing.

Youth POC will notify CORCC how to pay for event.

Youth POC will report at every meeting until the event.

Youth POC will report on the activity or outing at the next meeting after the event.

 

Medical

A copy of BSA medical forms must be provided to who?????the Adult POC per BSA Guidelines when joining the Crew. Medical forms will be confidential.

Adults and parents will be responsible to update medical forms with new information.

Adults and parents will be responsible to have BSA medical forms with them for all Crew 73 activities.

 

Elections

Elections will be held in December every year. Terms are Jan 1 through Dec 31.

In order to be nominated for a position you must be an active registered member of Crew 73.

All contested positions shall be secret ballot.

Only registered active Crew 73 members shall have the power to vote in any election.

Anyone wanting to run for a position must notify Crew Advisor if Youth and Committee Chairman if Adult in writing (text or email) before the night of elections.

On the night of elections nominations may be presented from the floor by any member. If nominee is eligible and nomination is seconded and candidate agrees to serve he/she must be included in the elections.

The night of elections the Crew Advisor and Committee Chairman will announce the name and the position of who notified them they want to be nominated.

Any person voted into a position that is unwilling or unable for any reason to properly perform their duties will not be permitted to remain in that position. The Crew Advisor for youth and Committee Chairman for Adult Committee member shall appoint a replacement.

All Youth positions require the final approval of Crew Advisor.

The President shall conduct the elections unless he/she is a nominee for office. If so a suitable substitute shall be named by the Crew Advisor.

Committee Chairman shall conduct committee elections unless he/she is a nominee for office. If so a suitable substitute shall be named by COR.

 

Discipline

All Adult and Youth Crew 73 members are required to abide by the Scout Oath, Scout Law, Venturing Crew Oath and Venturing Crew Code in their discussions and interactions with other members.

IN keeping with ideals of Scouting every member is expected to act with truth, respect and fairness. If a member fails to do this Crew Adults will help them realize it and correct it.

Anyone who cannot or will not accept the rules and regulations of Crew 73 cannot continue to be a member.

Examples are as follows but are not limited to these offenses:

Category 1

Insubordination

Harassment, for any reason

Refuse to abide with Crew 73 rules and regulations

Disruptive behavior during meetings and activities

Refuse to do assigned work

Disciplinary matters will be discussed with youth, Crew President, Crew Advisor and one other adult or Adult and Committee Chairman and one other adult to rectify the offenses.

 

Category 2

Repeat Category 1

Vandalism of Crew 73 or DARA property

Theft

Assault and/or battery

If problems continue a meeting will be held with youth, Crew President, crew Advisor and parent or with the Adult, Crew Advisor, Committee Chairman, Charter Organization Representative with a written agreement to rectify the offenses or a suspension may occur. This suspension may result in explosion from Crew 73.

 

Category 3

Repeat Category 2

Use of pocket knife or any object used as a weapon

Possession of alcohol or illegal drugs

Violent behavior that creates substantial danger to persons or property.

 

IF problems continue a meeting will be held with youth, Crew Advisor, parent and Committee Chairman and COR, or if Adult, Crew Advisor, Committee Chairman, Charter Organization Representative and shall result in explosion from Crew 73.

 

If anyone listed above, except the Accused, is involved in the incident COR will name a replacement.

 

Youth Protection Training (YPT)

BSA requires ALL Youth and Adult members over the age of 18 to take YPT yearly. All youth over 18 and all adults that are registered must remain current in youth protections training to remain registered and be able to re-charter.

YPT guidelines apply during any Venturing Crew 73 meetings, activities and outings.

 

YPT states there must be two youth and one adult or one youth and two adults at all Crew 73 functions..

Siblings must follow all YPT rules. Siblings are permitted alone with siblings or parents/legal guardians when participating in Crew 73 activities/ outings.

 

CREW 73 requires All registered adults and youth participate in YPT yearly. Crew 73 tries to set a date for everyone to get YPT together one day every year.

 

Another Adult committee member must be copied on all electronic communications between one adult and one youth.

 

Due to YPT rules no girl or boy friend may go on any Crew 73 activity or outing. Exceptions are Crew and Family events.

 

During any Crew 73 meetings, activities and outings YPT guidelines apply.

 

There will no public display of affection (PDA) or dating behavior at any Crew 73 function. Public displays of affection are prohibited at any Crew 73 meeting, activity or outing.

 

There will be absolutely no bullying or comments on race, gender, orientation, religion or social status at any Crew 73 functions. Verbal, physical and cyber bullying are prohibited in Scouting. Members of Crew 3 shall be respectful of feelings of others in their actions and words.

 

Damage

Any damage to Crew 73, DARA or Crew 73 member or anyone else’s equipment due to carelessness or misuse will be charged to the responsible party and they must repair or replace the equipment at their cost.

 

Fundraiser

All Crew 73 members are required to participate at our yearly fundraiser. Crew 73 will not pay for him or her to participate in any crew event if they do not work the fundraiser. One approved exception is if member is a HAMVENTION CHAIRMAN, HAMVENTION ASST CHAIRMAN or Hamvention COMMITTEE position. Except for an emergency, every Crew 73 member MUST work at one of two booths a reasonable amount of hours within the three day event. Show Hours are Friday 9-6, Saturday 9-5. And Sunday 9-1pm. Crew 73 should be at show no later than 7am to setup booths. ??????Anyone working Sunday must stay and help pack up after Sunday drawing. This should be completed by 3pm. A reasonable amount of hours should equal one day of crew working hours.

Hamvention REQUIRES every volunteer work a minimum of six hours to qualify for a free admission ticket. Crew 73 should expect every member to work at minimum of six hours just for the free admission ticket. Crew 73 members are required to wear Crew shirts to all fundraisers. Crew members who do not participate in a fundraiser are not entitled to any benefits of the funds raised.

 

Personal Gain

BSA rules state Crew 73 is prohibited from purchasing anything for a crew member for their personal use. BSA considers this “personal gain” and is not permitted.

Crew 73 cannot purchase a radio for a crew member to keep themselves.

Crew 73 can purchase a amateur radio for Crew 73 member to borrow. The radios will be considered Crew 73 property and will marked as such.

The person who borrows the radio must sign an agreement with a specific return date and bring the radio to a meeting at least four times a year for inspection.

A radio damaged due to carelessness or misuse will be charged to the person who borrowed it and they must repair or replace the radio at their cost.

If a Crew member declines an offer for the Crew to purchase a group item that is within the meaning of the purpose of a crew having fun at the time of the offer the Crew member will not get that money to apply to anything else. Example: Someone could not go to Plow Boy Dance, overnight motel and museum the next day. That person cannot ask for the cost of that event for another purpose later.
